Hal Elgin, 38. not necessarily going on 39, proposes to fly a kite over the Sunshine Skyway and under it.He's going to be in the kite.The highway people don't mind as long as he doesn't land on their bridge.When he releases the quarter-mile boat tow-rope that gets him aloft, he will be in MacDill Air Force Base's flight pattern. but that's okay with MacDill tower as long as he stays under 3,000 feet.
